A Equlity and Human Rights Commission Inquiry has looked at non-natural deaths of adults with mental health conditions in detention in England and Wales. They focused on prisons, police custody and psychiatric hospitals, as every year hundreds of deaths occur that are later deemed to have been preventable.

The Equlity and Human Rights Commission wanted to establish the extent to which there has been compliance with Article 2 (the right to life) together with Article 14 (the right to non-discrimination) of the European Convention on Human Rights.
