To: All SUBSTANTIVE Inspecting & Superintending Rank Members
The normal election cycle for the election of an Inspecting & Superintending Rank (ISR) member to the National Executive Committee (NEC) of the Defence Police Federation (DPF) is upon us.
In consequence the DPF wish to engage in an immediate open election to fill this vacancy.
Following a Rule change approved at the DPF Annual Conference 2019, this vacancy on the NEC is now open to ALL SUBSTANTIVE ISR members
(Inspectors, Chief Inspectors, Superintendents and Chief Superintendents) within the Ministry of Defence Police. Prior to this Rule change, elections were held by reference to geographic (“Area”) boundaries, but this restriction has been removed.
If any substantive ISR member is interested in making a contribution towards the strategic decision making process that guides the DPF in its work as the staff association for officers in the MDP then this election is for you. You can make a difference.

Interested? Please complete the Nomination Form annexed to this circular and return it to DPF Headquarters by email to admin1@dpf.org.uk by no later than 1200hrs on Monday 21st September 2026.

Interested? Any substantive ISR member is entitled to nominate themselves for this election / vacancy but must then obtain the support of two additional substantive ISR members.
In the event of more than one nomination being received, a ballot of the ISR membership will be held. Details of the ballot will follow in due course – should an election be necessary.
Attention is specifically drawn to the proviso to Rule 7 (a) (iii) of the DPF Rules & Constitution (2025 version) which states that:
“….no two Inspecting & Superintending Rank members of the National Executive Committee shall come from the same Station, Establishment, Department or Unit”.
For DPF election purposes, as the ISR member not requiring election serves as the Superintendent, Territorial Operations, Front-Line Ops, no additional ISR members serving at in Front-Line Ops can be nominated for this election.

Finally, in order to provide clarification on the definition of “substantive”, any newly promoted Inspector must make themselves aware of the provisions of the MDP Promotion Process – All Ranks SOP (October 2024) paragraph 3.9.3 and Annex B.
Such members will be required to provide, as part of the nomination process, the following details to confirm that they are a substantive Inspector.
(a) Date of conclusion of the 12-month Substantiation Period.
(b) Date of succession completion of WBD Portfolio.
(c) Date of official confirmation in rank as an Inspector.
